LLB as Private Candidate: HEC Rules 2027

In short

No — you cannot do LLB as a private candidate in Pakistan. Since the Supreme Court's 2018 judgment, LLB is only offered as a regular, full-time 5-year program after intermediate; private study, distance learning (including AIOU), and the old 3-year LLB are all abolished. LAT remains mandatory for admission.

The short answer

Every year, working professionals — bankers, teachers, shop owners — ask whether they can do LLB "privately" while keeping their jobs, the way people used to. The answer, under current rules, is no. Understanding why will save you from scams and wasted years.

The 2018 Supreme Court judgment

In a landmark judgment aimed at fixing falling standards in the legal profession, the Supreme Court of Pakistan — in consultation with the Pakistan Bar Council and HEC — restructured legal education with three sweeping changes:

  • Ban on private study: LLB can no longer be done as a private candidate or through distance education. It is a regular program with strict attendance requirements.
  • Abolition of the 3-year LLB: the old program (LLB after graduation) was scrapped. The only recognized route is now the 5-year LLB (Hons) after intermediate.
  • Ban on evening classes: evening-shift LLB programs were prohibited to prevent part-time, low-attendance study.

These rules are enforced through the Pakistan Bar Council's recognition of law programs — a program that doesn't comply can't produce graduates eligible for Bar enrollment, which is the whole point of the degree.

Beware of "private LLB" scams

Because demand from working professionals is so high, a small industry of misleading offers exists: agents promising "private LLB admission," "distance LLB degrees," or admissions to unrecognized setups. Red flags:

  • Any promise of LLB without regular attendance.
  • Degrees from institutions you can't find on the Pakistan Bar Council's recognized list.
  • "3-year LLB" offers — the program no longer exists legally.
  • Pressure to pay large "admission fees" in cash with no receipt.

A law degree you can't use for Bar enrollment is five wasted years and lakhs of rupees. Always verify recognition with the PBC directly.

If you're a working professional

The honest position: the current framework assumes full-time study. Some professionals make it work by negotiating reduced hours, shifting to part-time work, or taking study leave — difficult, but it's how people actually do it. There is no legal shortcut, and anyone selling you one is selling you a problem.

If you have a low intermediate score
